U.S. Coast Guard Lead Human Resources Assistant, GS-0203-07/08 in Baltimore, Maryland

Summary This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Deputy Commandant for Mission Support (DCMS), Assistant Commandant for Human Resources/SADI (CG-1), Civilian Human Resorces Directorate (CG-12), Commandant (CG-123NE), Baltimore, MD. Responsibilities You will serve As Lead Human Resources Assistant (HRA), setting priorities and deadlines for a team of HR Assistants. You will assign work based on region and priorities, verifying timely accomplishment of the assigned workload, and working in conjunction with supervisor in facilitating workload balance. Being a CG civilian makes you a valuable member of the CG team. Some of the typical work assignments include: Training HRA's in specific tasks and job techniques, and ensuring the availability of written instructions, reference materials and supplies; providing technical guidance, information, and expertise on standardized procedures, policies and directives. Reviewing and analyzing technical and work-related problems or issues that arise and develop or recommend alternative solutions; coaching the team in the selection and application of appropriate problem-solving methods and techniques; providing advice on work methods, practices and procedures; and assisting in identifying the parameters of a viable solution. Processing a full range of personnel actions that include promotions, reassignments, separations, accessions and correction packages consistent with regulations and policies; applying rules, regulations, policies and procedures to daily human resources operations. Researching the National Finance Center payroll/personnel processing manuals, training materials, and directives for information regarding issues that assistants have been unable to reconcile. Managing projects such as the Federal Employees Health Benefits program and the Thrift Savings Plan open seasons; advancing publicity, mailings, deadlines, and forwarding of related forms. Serving as troubleshooter and resource person for a variety of unique processing situations that may be resistant to traditional approaches to include personnel action rejects from the automated systems, determining where the error exists and taking appropriate action, to ensure accuracy of the system data and correction of the problem; making recommendations to the supervisor for changes in procedures. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. This position requires a Public Trust Investigation. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Grade 7: Applicants must have at least one year of specialized experience equivalent to the GS-6 level in the Federal service. Specialized experience includes: Utilizing an automated personnel/payroll related processing system to code or input data and generate and distribute a variety of personnel and payroll reports; explaining basic features of employee benefit programs and ensuring timely and accurate processing of personnel actions; and computing creditable service, researching personnel rules and regulations, communicating personnel information to employees and managers. Grade 8: Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-7 or equivalent) in the Federal service. Specialized experience includes: Serving as a source of expertise for new or lower graded assistants; examining complex pay situations or problems and researching and applying applicable laws and regulations; providing clerical and technical support for processing a full range of staffing and position classification actions Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
