Job Description

  • Advise client on strategies, manage prequalification of vendors, assess proposals, bids, and bid levelling documents, make final recommendations to the client, attend & chair bid interviews, and manage appointment process.

  • Manage estimating services for full project by developing project estimates (relating to construction, fees, direct work and other costs), review estimations prepared by junior team members, present estimates to client, present value engineering recommendations and risk assessments to client, meet with vendors to review, validate, and challenge costs, and review estimates by utilizing benchmark data collected from other projects

  • Manage cost reporting by establishing reporting schedule, review & present cost reports and forecasts, review project budget & spend forecast with the client, develop & maintain commercial risk register, and host periodic meetings with project team & vendors

  • Manage cost control process by reviewing payment application assessments prepared by junior team members, liaise with project managers to recommend contractor entitlements, review requests for change orders from vendors & make recommendations to client, and use dispute prevention/management/resolution procedures to manage payment requisitions, change orders, and contractual disputes

  • Manage & monitor invoicing process

  • Hold post-contract reviews with the client to establish a lessons learned document and apply lessons to create training manual

  • Develop procedures governing handover of project

  • Assist with Request for Proposal (RFP) process by preparing documents, releasing RFPs, arranging mid-bid interviews, and creating bid analysis sheets

  • Support senior manager by reviewing initial project estimates, providing measurements & pricing for estimates at assigned stages of the project, advising the client of any budget changes, and preparing & sending final estimate to senior manager for review

  • Update regular cost reports & forecasts, amount & cost of construction work to be done, and cash flow forecast

  • Assess change orders & payment applications from vendors & challenge discrepancies, and recommend cost amounts to be paid based on claims and changes

  • Measure & price quantities of various construction materials

  • Estimate and negotiate change orders throughout the construction lifecycle.

  • Provide estimate and cost planning to include producing and presenting the final cost plan.

  • Review and participate with the design services team and general contractor, in the development of the cost estimates.

  • Reconcile changes and assist the general contractor to ensure that their data is accurate.

  • Communicate or meet with general contractor and owner project manager to gather status information to prepare a cost estimate update.

  • Prepare written comments to the general contractor’s submissions, including the executive summary.

  • Coordinate all sources of cost information for cost discussions and suppliers direct from NPA, subs, quantities from A/Es,.

  • Manage cost checks and carry out valuations on larger projects. Complete timely, accurate cost checking and valuation processes.

  • Manage Cost impact / contingency management and commitment tracking logs.

  • Prepare funding data presentations and coordinate VE sessions with stakeholders.

  • Develop cost plans and estimates through the design phase, delivering updated cost plans at appropriate design milestones.

  • Provide commercial input to design optioneering and input into value engineering exercises.

  • Review contractor and subcontractor pricing and leading negotiations on behalf of the client to drive fair contract prices.

  • Perform quantity surveying, cost controls and change management activities throughout the project lifecycle.

  • Ensure that post-contract cost variances and change control processes are managed effectively.

  • Carry out the production of monthly cost reports for presentation to the client.

  • Ensure that final accounts are negotiated and agreed in a timely manner.

  • Compile as built cost estimate records for benchmarking purposes.

  • Perform all of the duties above through the use/preparation of Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software

RELATED OCCUPATION:

Project Analyst or any other job title performing the following job duties:

  • Providing support to the District Controls Program Manager and Project Team(s) throughout project lifecycle.

  • Identifying and implementing innovative solutions to drive program delivery performance and assurance.

  • Operating processes relating to program governance, reporting, cost and planning/ scheduling.

  • Supporting program level, data driven reporting, experience interrogating data warehouses and using data visualization tools.

  • Working with key client project contacts to review, develop and record current “best practice” processes and procedures used on construction projects within the organization.

  • Tracking and maintaining budgets and analyse and report weekly/monthly trends.

  • Reviewing change orders and benchmark consultant rates across the program.

  • Raising contracts, purchase orders and review invoices (as required) for consultant engagements.

  • Assisting in the preparation of monthly project controls report and other progress reports to the client.

  • Creating, maintaining and following a project schedule detailing when stakeholder meetings will be needed, when reviews will be necessary and an overall project plan.

  • Maintaining the standards, processes, procedures, and deliverables for all reporting activities.

  • Responding to ad hoc requests for data and tools.

  • Document control.

SALARY RANGE: $113,000 to $115,000/year

JOB TIME : Full Time

Qualifications

Requires a Bachelor’s degree in Civil Engineering and 2 years of experience in job offered or 2 years of experience in Related Occupation
