POSITION PROFILE

The GIS Analyst will perform primary GIS development and technical support functions as member of the Enterprise Geographic Information System and participate in GIS Team based projects including customer desktop and/or web-based application system to support City of Houston EGIS goals and objectives. This position will work closely with the GIS Supervisor to ensure data integrity and synchronization of data which is relied upon as mission-core data for 911-related dispatch efforts. This position requires utmost attention to detail with GIS editing and database maintenance. The ideal candidate will self-sufficient and independently be able to take requests for various GIS products and match those requests to the appropriate solution.

Specific duties include:

  • Performs quality control for database maintenance.

  • Reviews and checks input and output in a cooperatively managed geodatabase. Experience using versions, geodatabase replicas, and the post / reconcile processes.

  • Work closely with the Planning and Development (PD) Addressing staff on address assignments and 911 addressing standards.

  • Assist the GIS supervisor in preparing and testing the data update for the 911 dispatch system.

  • Confident GIS user of ArcGIS Pro and other ArcGIS Products.

  • Consult with users and prospective users to develop understanding of GIS and identify appropriate applications.

  • Design and implement Model Builder / Python applications to automate processes and provide documentation.

  • Work with Fire, Police, and other departments on map / data updates for the 911 call floor.

  • Provide daily maintenance and quality assurance to a variety of datasets within a multi-user versioned GIS environment.

  • Works with topology, paying close attention to editing details and ensuring the integrity of geometry and attributes.

  • Use AGO and WebApp Builder for building internal /external applications for end users.

  • Familiarity with Spatial Analyst and Network Analyst Esri extensions for raster and network analysis.

  • Make GIS presentations to users, prospective users, and the public.

  • Serve on the GIS disaster response team for post hurricane / flood mapping and analysis support for Police, Fire, Homeland Security, and Office of Emergency Management.

  • Performs other duties or assists with special projects as needed.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Geographic Information Science, Planning, Georgraphy, Computer Science or a closely related field.

EXPERIENCE REQUIREMENTS

No experience are required.

Substitution: Professional experience working with a comprehensive geographic information system may be substituted for the degree requirement on a year-for-year basis.

PREFERENCES

Preference will be given to candidates who can demonstrate:

  • Proficiency in ArcGIS and ArcGIS Online.

  • Occasionally, work hours can extend beyond a standard work week to include weekends and/or extended time at the HEC during emergency events.

  • Familiarity with planning processes such as addressing and platting / plan review.

  • Understanding of City ordinances where it pertains to platting and annexations.

  • Self-driven, results-oriented with a positive outlook, and a clear focus on high quality and customer service.

  • A natural forward-thinker who critically assesses own performance and has an aptitude and desire to learn new competencies and skills.

  • Empathic communicator, able to see things from the other person's point of view.

  • Keen for new experience, responsibility, and accountability.

Preference shall also be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
