Senior Technical Advisor - Electrical

Senior Technical Advisor - Electrical [Multiple Positions], KBR Technical Services, Inc., Houston, TX:

Provide engineering and advisory services to all KBR projects on electrical control systems (ECS), power management systems (PMS), electrical network monitoring and control systems (ENMCS), electrical supervisory control and data acquisition (SCADA) systems, especially IEC 61850-based systems, main-tie-main residual voltage automatic transfer schemes, Beckwith fast-transfer schemes, and generator transfer schemes. Engineer the architecture and communications network for ENMCS/ECS/PMS/SCADA systems, including GPS clock synchronization, network redundancy, generation dispatch, fast load shedding, and VLAN settings for IEC 61850 network traffic isolation and GOOSE messaging. Procure ENMCS systems from manufacturers. Customize the KBR purchasing specification for ENMCS in accordance with Project and Client requirements, produce all required datasheets and technical requisition attachments such as I/O lists, write the technical requisition, technically evaluate bids, manage all technical aspects of the order, review all supplier drawings for order compliance, participate in factory acceptance testing, and support commissioning activities at the jobsite. Perform the same activities as ENMCS for automatic transfer schemes (ATS) for all project switchgear incoming and bus tie circuit breakers, including fast transfer, in-phase transfer, and residual voltage transfer. Produce protective relay coordination studies using SKM and ETAP software. Program SEL, GE, Beckwith, and Basler protective relays, communications network managed switches and routers, and Allen Bradley PLCs, including all logic, protection, and communication functions. Supervise up to 3 other engineers performing the above functions on LNG plant, refinery, or other large petrochemical facility ENMCS systems and ATS schemes. Provide advice to all other KBR projects executing similar work scopes.

Full time employment, Monday – Friday, 40 hours per week.

MINIMUM REQUIREMENTS:

Must have a Bachelor’s degree in Electrical Engineering or a related field and 10 years of progressive, post-baccalaureate related work experience OR a Master’s degree in Electrical Engineering or a related field and 8 years of related work experience.

Must have a total of 5 years of experience in any combination of 7 of the following:

  • Electrical Network Monitoring and Control System (ENMCS) and protective relay engineering, factory testing, and troubleshooting experience at a switchgear, prefabricated electrical building, or protective relay manufacturer;

  • Automatic transfer scheme engineering, factory testing, and troubleshooting experience at a switchgear, prefabricated electrical building, or protective relay manufacturer;

  • Engineering ENMCS system architecture, including GPS clock synchronization, network redundancy, and VLAN settings for IEC 61850 network traffic isolation and GOOSE messaging;

  • Producing protective relay coordination studies using either SKM or ETAP software;

  • Programing SEL, GE, Beckwith, and Basler protective relays, communications network managed switches and routers, and Allen Bradley PLCs, including all logic, protection, and communication functions;

  • Writing ENMCS system and automatic transfer scheme (ATS) specifications, reviewing switchgear and ENMCS system supplier bids for compliance, reviewing supplier data for correct implementation, and confirming correct operation at supplier factory acceptance tests (FAT);

  • Providing site commissioning support for all engineered equipment and systems; and

  • Supervising up to 3 other engineers designing LNG plant, refinery, or other large petrochemical facility ENMCS systems consisting of over 400 intelligent electrical devices (IEDs) and 80,000 SCADA points.

Telecommuting permitted 1 day a week.

International travel required up to 5%; Domestic travel required up to 10%.
