Amazon HR Compliance Manager KSA (Saudi National) in Jeddah, Saudi Arabia

The Global Hiring Quality (GHQ) team within Workforce Staffing (WFS) verifies that our hiring processes and tech products are controlled and yield results aligned with customer specifications, driving a frustration-free hiring experience for all candidates worldwide. When defects do occur, the GHQ team will institute mechanisms that immediately flag and correct deviations. The GHQ team are champions of a culture of Continuous Improvement (CI) in WFS hiring processes and partners with stakeholders to create and implement sustainable, long term solutions to business- and candidate-impacting defects. We are seeking a leader with wide Compliance experience both in large manufacturing facilities/warehouses in order to enable the sustainable and compliant growth of our Middle East and North Africa (MENA) fulfillment network. This leader will be directly responsible for Compliance (Labor Laws and Social Responsibility) activities in the region and would lead Workforce Staffing GHQ Compliance for MENA Operations business. This role is responsible for developing and implementing inspections that measure the quality and compliance of agency hiring processes including: onboarding, background checks, right to work documentation, employment contracts and pay. It requires an individual who has previous employee and labor relations experience along with work authorization expertise, subject matter knowledge and legal understanding, and strong communication (written/verbal) and interpersonal skills that enables the individual to work successfully on a broad spectrum of compliance and process support. The role will be based in Riyadh and would support our MENA network across UAE, KSA and Egypt (along with any additional countries launched in MENA).

Key job responsibilities

Ensure compliance of end - to - end hiring life-cycle to local labor laws and internal policies and Social Responsibility standards, as follows:

• Audit Development: Develop comprehensive audit frameworks to evaluate the quality and compliance of Amazon’s hiring processes, including onboarding, background checks, and documentation procedures.

• Audit Execution: Conduct regular and ad-hoc audits to assess the effectiveness of hiring processes, identifying areas of improvement and implementing corrective actions as necessary.

• Relationship Management: Builds solid relationships with labor and social insurance representatives

• Ensures effective handling of inspections and responsiveness with needed documents in partnership with legal team related to hiring

• In depth knowledge of On-boarding process by country and nature of hire

• Drives hiring programs from a compliance lens (pre – employment medical check, Contracts issuance and signatures, employment documents collection such as Ajeer, Iqama, Labor Cards, , social insurance enrolment, craft license, etc…) through the WFS CO and Field teams

• Drives process set-up for all GOV Medical Insurance including Payments and Exemption, as well as Pre-employment and regular medical check-up (as applicable) for ensuring pre-onboarding compliance

• Follows up on role eligibility as per laws

• Organizes mechanisms to track employment files, including its completion and updates.

• Organizes mechanisms for associate’s documents withdrawal process and governance

• Supporting the Inclusion and diversity agenda by ensuring compliance of PWDs.

• Process Enhancement: Collaborate with cross-functional teams to implement process improvements based on audit results, ensuring that Amazon’s hiring processes are streamlined, efficient, and compliant. Represents WFS GHQ team in compliance calls and process improvement taskforces.

• Highlights new benefits mandates to Internal Stakeholders based on revised guidelines; Drives compliance as a theme for Local WFS teams and drive training with content and awareness materials for related compliance topics

• Reporting: Prepare and deliver regular reports to senior management, summarizing audit results, compliance status, and improvement initiatives; Owns internal audit on WFS processes to ensure compliance with internal practices and local laws.

• Data Analysis: Analyze audit findings and hiring data to identify trends, patterns, and potential areas of risk. Present data-driven recommendations to hiring managers and leadership teams -Proactively identify compliance issues across MENA Operations requiring follow-up; serve as point of contact for reporting irregularities

• Compliance Monitoring: Stay updated with relevant employment laws, regulations, and industry best practices to ensure that Amazon’s hiring practices are compliant with legal requirements at all times. Develop a deep understanding of MENA employment policies and drive policy updates and changes when necessary or required

• Consult with employment legal and HR policy, process, and system owners

• Identifies centralization opportunities for better process efficiency and compliance

Basic Qualifications

  • Bachelor's degree in business, operations, human resources, adult education, organizational development, instructional design or related field

  • Experience in HR shared services, IT services, operations and/or compliance

  • Proficiency in Arabic (written and spoken)

  • 5+ years of direct experience in Employee and labor relations, or labor law with an emphasis on employee relations work across MENA, hands-on experience in the application of compliance policies and procedures; sound understanding of employment laws and regulations and demonstrated research abilities in creating and delivering presentations

  • Minimum of 5 years of experience in quality assurance, compliance, or a related role, preferably in a high-volume recruitment environment.

  • In-depth understanding of UAE, KSA and Egypt Labor Law

  • Experience in designing and streamlining processes

  • Experience on identifying and mitigating labor risks

  • Ability to handle multiple projects and deadlines

  • Excellent written and spoken English communication skills

  • Experience owning program strategy, end to end delivery, and communicating results to senior leadership

  • Experience using data and metrics to determine and drive improvements

Preferred Qualifications

  • Master's degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field

  • Ability to maintain strict confidentiality regarding compliance and employee issues.

  • 2+ years of driving process improvements experience
