U.S. Army Corps of Engineers Interdisciplinary Lead General Biological Scientist- Direct Hire in Junction City, Oregon

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position was established to perform specialized botanical duties in support of a water resource development oriented multiple use resource management program. Note: About the position infomation is continued below in the Qualifications section. Responsibilities Coordinate population and community monitoring surveys for special status plants (including vascular plants, nonvascular plants, lichens, and fungi) and noxious weeds. Conduct management activities to protect and enhance rare, endangered, or threatened species to meet ESA permit and recovery plan requirements. Lead the team in identifying, distributing, and balancing workload and tasks among employees according to workflow and skill level. Train field personnel to recognize, identify, and locate plant species of concern. Monitor and report on the status and progress of the team’s work. Provide analytical data, recommendations, and information necessary to complete Section 7, ESA consultation, and maintain permits to conduct research and management activities on listed species. Manage contracts and cooperative agreements to obtain environmental data or other specialized services such as prescribed burning, propagation of plant materials, habitat restoration activities, and pesticide applications. Prepare scopes of work and government estimates for contracts pursuant to data collection, inventory work, and habitat restoration. Develop vegetation management and restoration plans and initiate research pursuant to various ecological investigations. Analyze population trend and community composition monitoring data for summary reports and management recommendations. Direct the native plant nursery, greenhouse propagation, and holding facilities to provide plant materials in support of native habitat restoration projects. Collaborate with external agencies, environmental organizations, and the public on monitoring, prescribed fire, pesticide use, bio-release proposals, and NEPA compliance documents for vegetation management and restoration actions. Coordinate academic research activities conducted on USACE lands and designated Research Natural Areas. Maintain plant survey and monitoring records as well as other inventory data in appropriate data base and GIS files. Prepare statistical and narrative reports, correspondence, presentations, and briefings. Requirements Conditions of Employment Qualifications About the Position: The Lead Interdisciplinary position will be responsible for planning and implementing all aspects of the botany team program, including sensitive species monitoring, vegetation management, habitat restoration, permitting, and annual reporting. The position will provide technical guidance on plant propagation and vegetation maintenance, and manage partnerships, cooperative agreements, and contracts. The position will collaborate with internal and external partners on natural resource management activities. Additional information about transcripts is in this document. Basic Requirement for General Natural Resources Management and Biological Sciences: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Ecology: Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. Basic Requirement for Botany: Degree: Bachelor's degree (or higher degree) in botany; or basic plant science that included at least 24 semester hours in botany. OR Combination of Education and Experience: Courses equivalent to a major in botany or basic plant science that included at least 24 semester hours in botany, plus appropriate experience or additional education. Basic Requirement for Wildlife Biology: A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND at least 9 semester hours in botany or the related plant sciences. OR B. Combination of Education and Experience: Equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience in the identification of plant species, planning ecological restoration, and planning invasive species management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biology, Ecology and/or Botany. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
