Penske Environmental Compliance Manager in La Mirada, California

Position Summary:

The Environmental Compliance Manager role is critical to our business goal of conducting our business in a manner that is protective of the environment and in compliance with applicable rules and regulations In this role you will develop and lead the field implementation of environmental compliance programs and manage regional environmental compliance specialists for all of Penske Transportation Solutions (PTS) in North America. The position will be responsible for providing hands-on environmental leadership, management, and support to multiple regional environmental compliance specialists and to ensure field operations across all the PTS business units achieve and maintain sustained environmental compliance. This includes, but is not limited to, development and implementation of corporate environmental programs, policies, and procedures; management and oversight of training, regulatory inspection follow up and closure, vendor management, compliance documentation, and continued improvement of our corporate environmental programs. This role will also actively collaborate and communicate with government and state agencies related to programs, inspections, and other required compliance updates.

The role will also be a key voice of the customer (field operations) and trusted advisor in ensuring environmental compliance requirements are embedded in business processes. Initially, the role will focus on California and oversee regionally based Field Environmental Specialists assigned to California in implementing improved environmental compliance programs into business operations. Once achieved, the role will then focus on expanding the programs and building an infrastructure throughout the remainder of North America. This role will also serve to increase environmental compliance awareness and visibility and reduce the organization’s environmental liabilities.

This position reports to the head of our Environmental Services Team. Qualified candidates will have completed undergraduate education in a related field, at least 5 years of experience working with environmental regulations, and strong communications. Experience with California regulations and programs are required. Preferred candidates will hold industry certifications, have experience implementing programs, and have multinational experience. This position will be based in or in close proximity to California, preferably near a concentration of Penske locations.

Major Responsibilities:

• Implement environmental compliance programs in California through managing two Regional Environmental Compliance Specialists and vendors/consultants; and collaborating with operations and maintenance associates and leadership, legal, corporate environmental services, op ex, etc. to make environmental programs part of business processes

• Develop, oversee, and improve field environmental compliance activities for all PTS business units.

• Lead Field Environmental Compliance Specialists and ensure routine site visits of each location are conducted and corrective actions are implemented within required timeframes.

• Provide guidance to field operations leadership to ensure all environmental programs are being consistently implemented so environmental compliance goals can be sustained.

• Identify compliance trends for key program areas including regulatory inspections; waste management, storage, and disposal, storage tank compliance; vendor performance; training; compliance documentation; and the continued improvement of associated programs.

• Develop cost-effective and practical solutions that are embedded in business processes with input from field operations to ensure compliance is maintained.

• Work with the Corporate Environmental Services department to monitor new and upcoming regulatory changes and solicit feedback from field operations leadership to proactively address necessary changes to compliance programs.

• Manage and administer environmental training programs. Monitor and assess completion rates, effectiveness of training during site visits, and delivery of training.

• Solicit feedback from field operations to ensure voice of the customer is addressed and assist the corporate environmental department in the design and implementation of improved training programs.

• Provide subject matter expertise on environmental matters related to changes, modifications, and expansion of operations and business processes (e.g. mobile maintenance, on-site, emerging operational markets & technologies).

• Manage contractors/vendors/consultants to ensure timely and accurate completion of services. Ensure contractors/vendors/consultants are performing services within budget and in accordance with negotiated terms.

• Other projects and tasks as assigned.

Qualifications:

• Bachelor’s degree in Environmental, Earth Sciences, Environmental Engineering, Occupational/Industrial Hygiene or Safety, or other applicable field required.

• 5+ years of experience working in the environmental field with strong knowledge of environmental regulations as they relate to the transportation industry. These regulations include, but are not limited to storage tanks, waste management, stormwater and wastewater, air, and regulatory inspection, corrective action, and closure processes.

• At least 3 years of experience managing and developing direct reports. Requires the ability to manage a team of professional staff spread across multiple geographies.

• Certified Hazardous Materials Manager (CHMM), Professional Geologist (PG), Professional Engineer (PE), Registered Environmental Manager (REM), Registered Environmental Professional (REP), or other applicable certification preferred.

• Must possess advanced knowledge and understanding of Federal EPA regulations and state-specific regulations and how to apply and deploy compliance programs into business processes.

• Must be proficient in Microsoft Office products (Microsoft Access, Excel, Word).

• Smartsheet and EHS data management systems a plus.

• Must be able to thrive in a diverse and multinational group of internal and external customers, vendors, and government agencies in multiple geographies.

• Must have excellent written and verbal communications skills; be decisive, confident, organized and creative; possess management skills; and process management and improvement skills.

• Strong interpersonal skills, including influencing and relationship building.

• Ability to solicit feedback and make necessary adjustments to ensure the success of programs, policies, and procedures

• Requires strong communication skills and able to work well with others

• Ability to travel 50-70+% required. A company service vehicle is provided and requires a driver’s license and motor vehicle records check.

• Willingness to work the required schedule, work at the specific location required, complete Penske employment application, submit to a background investigation (to include past employment, education, and criminal history) and drug screening are required

POSITION DETAILS:

Salary: The salary range for this position is $101,800 - $155,600.
