The primary purpose of this position is: To exercise first level supervisory and managerial authorities over professional, administrative and technical employees in the USSOCOM Chief Data Office. Responsibilities Plans, organizes, and oversees section level activities in the USSOCOM Chief Data Office, ensuring compliance with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the USSOCOM Chief Data Office with a variety of installation and functional area organizations. Serves as a USSOCOM Portfolio Manager for the Command Data Office. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the generalized/ specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Schedule Qualification Standards (opm.gov) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes experience in broad range of policy, regulation, techniques, practices, and procedures related to funding and resourcing for procurement and operations related to Artificial Intelligence and Machine Learning; experience in agency and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s); experience in Planning, Programming, Budgeting and Execution System. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and mastery of a broad range of policy, regulation, techniques, practices, and procedures related to funding and resourcing for procurement and operations related to Artificial Intelligence and Machine Learning 2. Knowledge of agency, AF, DoD and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). 3. Knowledge of the DoD Planning, Programming, Budgeting and Execution System 4. Ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for a position. 5. Skill, judgment, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 7. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Additional Information - A bachelor's degree in a related discipline such as business administration or business administration in accounting is highly desired. - A master's degree in a business or logistics related field is highly desired.
