Responsibilities A GS-0391-12, TELECOMMUNICATIONS SPECIALIST: Plans and develops methods, procedures, policies, and techniques governing the Western Air Defense decisions on telecommunication systems. Keeps abreast of emerging technologies and develops plans, designs, and specifications for various types of communications and computer systems projects considering facility and infrastructure of the organization. Responsible for all telecommunication matters pertaining to planning, programming, developing/modifying, and complying with telecommunications systems policies and procedures. Makes recommendations to resolve the Western Air Defense Sector decisions involving difficult and controversial policy issues and unusual communication and computing systems requirements which are not covered by established criteria. Researches trends and patterns to deviate from traditional methods, and to implement new or improved communication methods and procedures. Provides telecommunications expertise in estimating the installation, modification, maintenance, operation, and support of both existing and new telecommunications systems. Provides telecommunications input into computing system operational design and proposal review. Recommends solutions to resolve difficult and controversial issues arising from unusual telecommunications requirements. Works with customers to assess mission requirements, needs, facilities, and systems involved. Performs analysis of user's needs and evaluates various equipment for feasibility and compatibility. Performs complete technical evaluation of the most difficult projects and translates customer requests into operational concepts. Performs analysis of plans, drawings, manuals, and technical evaluations/ specifications. Serves as a project officer responsible for the successful implementalion of various telecommunications programs/projects. Reviews plans and specifications to ensure adequate analysis and justification of requirements, realistic cost estimates, and implementation dates, and considering supporting requirements such as scheduling deliveries, availability of installation and test personnel, site preparation, and similar concerns. Updates documentation and maintains listings of all authorized equipment for assigned programs. Coordinates the preparation of and reviews telecommunications statements or work (SOW). Provides criteria and standards for specialized, difficult, or unusual requirements. Reviews plans, specifications, maintenance requirements, and cost estimates of contracting firms to ensure modernization of communications and computer requirements comply with program goals and objectives. Serves as the technical representative to the contracting officer in negotiation and administration of design contracts. Monitors contractor performance and serves in a liaison capacity between contractors and Air Force officials to resolve a wide variety of problems involving high value telecommunication systems. Determines the best approach in terms of cost, system capability, customer requirements, and available technology for projects. Prepares budget, technical reports, staff studies, and briefings. Prepares budgetary data and justification in support of programs/projects. Investigates and analyzes a variety of unusual telecommunications problems, questions, or conditions associated with formulating studies to improve or alter major telecommunication systems. Prepares and presents briefings. Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports. Presents clear, concise and well-structured oral presentations that address the designated issues. Identifies problems and attempts to resolve conflicts in a timely manner through persuasive discussions with responsible members in a meeting or working group. Coordinates with base officials and working groups, telephone companies, manufacturers, vendors, customers, and engineering/installation personnel. Provides reports and recommendations so that problems and solutions for major segments of a system are resolved without jeopardizing the mission. Prepares reports with recommendations to accept/reject over the counter telecommunications software. Provides briefings and develops recommendations concerning long-range information system objectives. Provides input in the development of operator's manuals and instructions so that there is adequate explanation and instruction to prevent work stoppage or slowdown. Other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience that provided a basic knowledge of telecommunications functions, problems, and/or solutions. SPECIALIZED EXPERIENCE: Must have at least 36 months experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. Specialized experience includes experience, education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; and competencies in the subject matter or business processes associated with the DoD, U.S. Army, or U.S. Air Force telecommunication programs. Education Education Requirements: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Substitution of Education for Specialized Experience: Not Applicable.
