Northrop Grumman Defense Systems (NGDS), Global Battle Management and Readiness (GBMR) Division is seeking a Business Unit Security Manager to lead security operations for the Strike and Surveillance Aircraft Support (SSAS) Business Unit (BU). This position is the program security lead for the geographically dispersed SSAS portfolio. The position will be located in Oklahoma City, OK. This position will report directly to the GBMR Division Security Manager and will be part of the Business Unit Leadership Team, co-reporting to the VP of SSAS.

The successful candidate will provide senior oversight and leadership to Industrial Security Operations spanning SSAS, to include all Business Unit programs, sites and activities across the continental US and international programs. The successful candidate will be a member of the Business Unit's Executive Leadership Team, enabling planning and execution of the Industrial Security Program for all SSAS programs, contracts, and operations, ranging from unclassified/NGC Proprietary to Collateral, Special Access Programs (SAP).

Roles and responsibilities:

  • The Business Unit Security Manager (BUSM) will perform planning, risk management, and project performance addressing cost, schedule, and security support for all aspects of program performance for the SSAS Business Unit

  • Additionally, the BUSM will directly manage DS SSAS Business Unit security team personnel across all sites and locations, and across all programs, contracts, and activities.

  • This will include oversight and management of all GBMR classified programs to include DOD Collateral, SAP, and SCI programs

  • Candidate will have oversight for operations, staffing, execution, and requirements planning for those respective security teams

This position will have a significant leadership role for GBMR Security in advocating, nurturing, and maturing key program security partnerships across all elements to enable best program security planning, support, and execution of GBMR programs and activities. This includes the Industrial Security team, CISS, CEIS, Program Management and other GBMR and DS Enterprise organizations (i.e. DS Program Management Office (PMO), Operations, Contracts, Human Resources, Business & Finance, Facilities, Communications, Legal, etc.).

This position is also charged with assuring program security execution, consistency, partnership, effectiveness, and integration across the Business Unit and Division, tying into Sector and Enterprise security and information assurance areas, as well as across all security levels - Unclassified/Proprietary, Controlled Unclassified Information (CUI), Collateral, SCI, and SAP. Helps meet established schedules or resolve technical or operational problems; typically accomplishes results through lower level(s) of management or exempt employees.

Other duties of the Business Unit Security Manager include, but are not limited to:

Execute all SSAS-level security team budget and resource management to enable financial planning, monitoring, execution, and reporting requirements in line with overall DS Security financial execution.

Provide senior mentorship and career growth advice and guidance for line managers and for dispersed Business Unit security team -to include Facility Security Officers (FSO) and Contractor Program Security Officers (CPSO) and all other industrial security personnel.

Apply expert multi-discipline (Program Security, OPSEC, PERSEC, Physical Security, Technical Security, Information Assurance, INFOSEC, COMSEC, etc.) program security management experience to ensure consistency of security execution, reduce/eliminate redundancies, assure cross-discipline and cross-organizational teamwork through consistent and repeatable process management.

Must have strong personnel and organizational experience and skills. Accomplishes results through subordinate supervisors, or exempt specialist employees. Subject to approval, modifies the organizational structure of centralized functions and units. Establishes operating procedures that affect organizational unit(s). Interprets, executes, and recommends modifications to organizational policies. Establishes operating policies and procedures that affect subordinate organizational units.

Serve as a leader for BU Security team to assist the planning and execution of Site, BU, and Division level business resiliency and crisis management programs. Often responsible for managing a staff function of the company.

Impact:

Exerts influence in the development of overall objectives and long-range goals of SSAS BU. Erroneous decisions or recommendations would normally result in critical delays and modifications to projects or operations; cause substantial expenditure of additional time, human resources, and funds; jeopardize future business activity.

Basic Qualifications:

  • A bachelor's degree and a minimum of 10 years of related proven personnel leadership and business management experience in the field of security; or a master's degree plus a minimum of 8 years related proven personnel leadership and business management experience

  • Current Top Secret clearance with ability to obtain SCI and SAP access

  • Proven history of leading diverse teams in operational environments and documented experience managing managers; ability to foster a diverse, inclusive, and engaging team environment that is focused on high performance and operational excellence; ability to communicate clear expectations and enforces accountability equitably

  • Demonstrated experience in making critical management and leadership decisions at the business unit level that supports high value contracts across a wide US Government customer spectrum (Intelligence Community, Defense, Energy, Homeland Security, and other Civilian Departments/Agencies)

  • Must be able to travel domestically and internationally as needed in support of personnel, program executions, and standup operations

Preferred Qualifications:

  • 15-plus years of leadership experience with planning, executing business operations and managing a staff of largely geographically dispersed personnel, supporting a BU level organization, involving classified and unclassified programs and industrial security operations for collateral, SAP and SCI programs

  • Current Top Secret and SAP access

  • Proven ability to lead security teams across multiple disciplines (entire program security spectrum), to include Program Industrial Security, Facility Security Officer (FSO) and Contractor Program Security Officer (CPSO) duties, Information or Cyber Security, COMSEC, Physical Security, Personnel Security, International Security

  • Demonstrated in-depth knowledge and skills with the National Industrial Security Program Operating Manual (NISPOM) and working knowledge of Special Access Programs

  • Demonstrated experience in planning, managing, and executing complex budgets across diverse and geographically dispersed locations for security operations -to include planning budgets for complex mixtures of direct, indirect and overhead activities

  • Demonstrated experience in development of complex security plans and proposal writing

  • Proven expertise in managing and executing Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security programs, to include specific expertise with SAP and SCI security Policies, Directives, Executive Orders, and all other compliance requirements for entire range of SAP and SCI arenas (DOD, USAF, Army, IC, Navy, DARPA, etc.)

  • Proven experience in planning and managing staffing and hiring processes for large teams, to include partnerships with HR, Talent Acquisition, hiring managers and program management leadership.

Salary Range: $122,200 - $183,200

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
