Bureau of Reclamation Supervisory Construction Control Representative in Provo, Utah

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Construction Control Representative. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Provo, Utah Responsibilities The selectee will serve as Chief Inspector in the Construction Management Group for the Field Engineering Division, Provo Area Office (PAO). Duties include, but are not limited to: Supervise, plan, organize, coordinate, and direct new and remedial construction inspection and engineering control work. Analyze a variety of special conditions and problems encountered during work on large diameter pipeline construction, large dam embankment construction, canal and canal lining construction, earthwork, reinforced concrete work, tunneling, road and bridge construction, and manufacturing plant inspection. Interpret plans and specifications related to construction problems ranging from the simplest to those of usual difficulty and complexity. Cooperate and coordinate with staff members, including coordinating correspondence and estimates with contract administration. Establish schedules, coordinate material inspection and control requirements with the materials engineering staff, and schedule contract survey requirements with the survey staff. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: Specialized Experience: To qualify for the GS-12, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing at least four (4) of the five (5) following: 1) inspecting construction projects for compliance with contractual documents, specifications, and codes; 2) Interpreting data from a variety of sources such as plans, contract drawings and specifications; 3) enforcing construction industry and safety standards on construction projects; 4) resolving conflicts and disputes related to contract requirements or contractor performance; and 5) leading or supervising a team. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education This position does not allow substituting education for experience. Additional Information Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Physical Demands and Work Environment: The work is mostly field work often at construction sites requiring strenuous physical effort such as stooping, lifting, bending, walking, climbing, and conducting inspections in a variety confined or limited spaces such as pipes, tunnels, shafts, etc. Field work involves moderate risks associated with a construction site; however, the work does involve high risks of exposure to potentially dangerous situations or unusual environmental stress requiring a range of safety and other precautions where condition cannot always be controlled. This includes shift work (depending on the contractors schedule), frequent inspection in enclosed spaces such as small to large diameter pipes and tunnels, working at great heights, working in extreme temperatures, etc. In such cases specialized training is provided. Up to 75% of the work is performed out of the office. A minor portion is performed in an office setting with adequate accommodations.
