Nature of Work

Under general direction, the Transit Operations Planner oversees the daily operations of the public transit system for the City of Rochester. This role interacts with contracted transit service partners, coordinating the operations of transportation services for fixed route and paratransit services. Typical duties may include, but are not limited to: coordinating service routes and scheduling; long range service planning; responding to customer inquiries; developing and evaluating RFPs and monitoring compliance with federal and state transit laws; The position will participate in the implementation and assessment of operational goals, implementation of procedures, and will provide oversight in the implementation of various work plans needed to support the budget.

Starting salary range is $79,171 to $93,142 depending on qualifications, with advancement to $116,429.

DUTIES AND RESPONSIBILITIES

*Oversee daily transit operations and long range service planning

  • Coordinate transit services with operational contractor.

  • Coordinate service routes and schedules; identify necessary changes to routes and schedules due to street closures, construction and emergencies; design detours to ensure limited disruption in services.

  • Provide timely responses to customer inquiries and complaints. Identify solutions and coordinate with operational contractor to address customer issues.

  • Maintain current route and stop information in electronic applications.

  • Develop, evaluate and ensure application of service standards; actively review standards and identify best practices to address user needs.

  • Research, analyze and recommend technology, system and service improvements.

  • Monitor and analyze routes and operator schedules; provide recommendations to promote efficient, on time, and reliable transit services.

  • Implement and communicate safety rules, policies, and procedures.

  • Monitor operational expenditures; assist in the development of divisional budget and preparation of cost estimates, budgets and grant applications related to service changes

*Implement projects related to the City of Rochester's Transit Development Plan

  • Implement Transit Capital Improvement Projects, including developing workplans, schedules, cost estimates, and specifications.

  • Evaluate project risk, vendor proposals and solutions for recommendation to stakeholders.

  • Provide timely progress reports of resource availability, budget and project status.

  • Manage daily operational aspects of assigned projects, including both internal and external resources.

  • Manage scope and any change orders required throughout the project

  • Assist in Federal Transit Administration (FTA) Triennial reviews and audits.

  • Plan, develop and implement the procurement process for goods and services related to public transit for the City of Rochester

  • Develop, recommend and implement procurement procedures, strategies, and methods.

  • Develop specifications and evaluate requests for proposal for operational services and equipment

  • Monitor and ensure compliance with contract terms and conditions.

  • Confer with management to evaluate contractor and vendor performance and prepare contract amendments, revisions, terminations, and close outs

  • Provide work direction to consultants, contractors, and technology developers on various planning and special projects

*Ensure compliance with federal and state laws, program and plan requirements

  • Monitor and develop quality and safety plans to ensure compliance with the FTA requirements.

  • Develop and maintain Public Transportation Agency Safety Plan (PTASP) or as required by FTA

  • Assist in the analysis of transit service and fare equity, as required under Title VI of the Civil Rights Act.

  • Assist in the preparation of reports and monitor compliance of the department's Title VI and Limited English Proficiency (LEP) plans and policies.

Perform other duties and complete special projects as assigned or necessary.

MINIMUM QUALIFICATIONS

Education and Experience

A Bachelor's Degree in urban planning and/or transportation planning, public administration, business administration or related field AND three (3) years of progressively responsible work experience in transportation, planning or municipal government administration.

Licenses and Certifications

Valid driver's license.

Desirable Qualifications

Bilingual in English and one of the following languages (conversational): Spanish, Somali, Arabic, Hmong, or Vietnamese.

Experience in overseeing and directing the work of transit personnel.

ADDITIONAL INFORMATION

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of: transit and land use planning concepts as it relates to bus operations, ridership analysis and land use integration; transportation management; state and federal requirements for transit systems, including grants, safety procedures, ordinances, regulations, and traffic laws; data collection and research methods; office practices and procedures; data entry operations, applications, and software including all Microsoft Office programs; Geographic Information Systems (GIS); computer software used in route planning, development of schedules and run cutting; and contract administration and management.

Skill in: project management; administration of programs; communicating effectively in writing and orally, public presentations, conversing with customers both in-person and via telephone; providing excellent customer service in an ethical and professional manner; effectively managing interactions with employees, departments, management, outside agencies and the general public; preparing and evaluating reports; strong organizational and analytical skills.

Ability to: be innovative and goal oriented; thrive in a fast-paced, deadline-driven environment; communicate effectively and to establish and maintain effective working relationships; to work as part of a team; work self-directed and be well-organized; exercise independent judgment and initiative; be detail-oriented and well-organized and operate a motor vehicle in all weather conditions.
