Role Definition

Manages highly strategic Unformed Steel category and Cat Managed Steel Program in China to deliver year over year Quality Cost Logistics Development Management (QCLDM) performance improvements.

Responsibilities

• Develop and maintain high-performing Unformed Steel supply base using proven commercial, technical, and strong relationships with regional suppliers and internal partners.

• Accountable for the development, communication, and implementation of the regional sourcing strategy for Unformed Steel category; including sourcing strategies, negotiation status, budgeting and planning, quality, and availability.

• Identifying performance gaps within the supply base and developing improvement plans for the identified gaps.

• Collaborating with the Supply Network on risk mitigation and using predictive cost modeling both geographic and market-based.

Degree Requirement

Business Degree or Technical Degree, with strong, demonstrated knowledge of Unformed Steel products and industry.

Skill Descriptors

Supplier Management: Demonstrated, strong knowledge of processes and methods to effectively manage business relationships and transactions with suppliers of Unformed Steel; ability to apply related knowledge, experience and skills into real practice.

Level Extensive Experience:

• Facilitates supplier partnering arrangements that share risk and reward.

• Monitors supplier performance; works to resolve discrepancies between performance and agreements.

• Develops quality standards and controls for suppliers.

• Builds and maintains partnerships with multiple and/or large suppliers.

• Evaluates issues and terminates supplier relationships as appropriate; works with legal departments.

• Ensures the fulfillment of report and record-keeping requirements.

Category Management: Deep knowledge of category management for Unformed Steel commodity; ability to use this knowledge to analyze and improve the end-to-end procurement process and maximize business profitability.

Level Extensive Experience:

• Designs and develops supplier agreements and procurement policies with standard terms and conditions and clear cost and delivery mechanisms.

• Identifies roadblocks in the implementation of category management and recommends innovative solutions.

• Supervises the execution of all stages of the category management process.

• Trains others on category management to ensure a streamlined procurement process.

Strategic Sourcing: Knowledge of strategic sourcing methods and processes; ability to analyze, improve and re-evaluate organizational procurement process continuously.

Level Extensive Experience:

• Participates in monitoring the execution for all stages of the strategic sourcing process.

• Trains others on strategic sourcing in multiple and diverse environments.

• Designs and develops standard supplier agreements and procurement policies with standardized terms and conditions.

• Works with complex strategic sourcing components including but not limited to negotiations, contracting, and continuous process improvement and implementation.

• Consults on strategic sourcing methods in relation to business relationships, inter-dependencies and integration.

• Develops and explains strategic sourcing best practices and rationale for the organization and industry.

Negotiating: Knowledge of successful negotiation concepts and techniques; ability to negotiate successfully across the organization and with external vendors and clients in a constructive and collaborative manner.

Level Extensive Experience:

• Successfully prepares and completes significant negotiations, both internal and external.

• Protects own position, while demonstrating willingness to achieve win-win.

• Identifies similarities and differences in position and assesses impact on discussions.

Business Intelligence: Knowledge of business intelligence; ability to utilize business processes and technologies for gathering, storing, analyzing, and providing access to data that helps the organization make better business decisions.

Level Extensive Experience:

• Organizes and maintains data to be captured in the data warehouse for BI applications.

• Develops processes for transforming aggregate data and market intelligence into useful business information.

Planning: Tactical, Strategic: Knowledge of effective planning techniques and ability to contribute to operational (short term), tactical (1-2 years) and strategic (3-5 years) planning in support of the overall business plan.

Level Working Knowledge:

• Leads Timely and Effective communications regarding short-term operational plans.

• Anticipates and adapts to plan changes.

• Monitors progress of work against plan as required to meet objectives.
