Project Overview

Bechtel, along with its sub-vendors Bantrel and Comtech, has been appointed as the Delivery Partner (DP) for the Ontario Line (OL) Project in Toronto, Canada. The OL is a brand-new metro line serving some of Toronto’s busiest districts and brings much needed additional connectivity and capacity to the city’s public transport network. The project scope includes the design, build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new underground, surface and elevated track. The OL Project is being delivered through three major Public Private Partnership (P3) contracts and multiple Early and Advanced works (EAW) contracts. The OL is planned to open for passenger service in 2031. The DP, the customer Metrolinx and the Technical Authority (TA) are working together as the Integrated Project Team (IPT) to manage the delivery of the project.

Position Summary

The Lead Field Specialist 1 for Portal, Tunnels, ESB and EEBs is one of two Lead Field Specialists responsible for overseeing the construction of the Exhibition Portal, South Civil tunnels, Emergency Service Buildings (ESBs) and Emergency Exit Buildings (EEBs). The Exhibition Portal will be constructed first, thereafter, the two TBMs will be launched and tunnelling will commence. The ESBs and EEBs will be constructed in parallel with the tunnelling.

The Exhibition Portal is to be constructed adjacent to live rail tracks operated by GO-Transit. Therefore, the works must be carried out in strict compliance with rail safety, asset protection and standards as described by local rail regulations. The Exhibition Portal and the surrounding area is important to many stakeholders including the rail operator, passengers, local community and businesses. The nearby Exhibition Place is Canada's largest entertainment and business events venue, attracting over 5.5 million visitors per year. These stakeholders need care, consideration and communications.

The South Civil Tunnels are 7km of twin-bored tunnels running east-west under downtown Toronto passing through the caverns of six underground stations.

The Lead Field Specialist 1 for Portal, Tunnels, ESB and EEBs reports to the Portal, Tunnels, ESB and EEBs Project Manager.

Responsibilities

  • Overseeing the PCo works at Portal, Tunnels, ESB and EEBs, being the DP representative on site.

  • Maintaining high quality daily records of observations and other information gathered including site personnel, materials, equipment, work completed (installed quantities) and issues arising.

  • Reviewing deliverables and other submittals prepared by PCo related to construction or construction support for Portal, Tunnels, ESB and EEBs. Identifying non-conformances or other items that require addressing to benefit the project. Specific focus on Inspection and Test Plans (IPTs).

  • Overseeing that the PCo works at Portal, Tunnels, ESB and EEBs are in accordance with the contract in terms of health, safety, environment, quality, schedule and cost performance. Identifying and reporting any non-conformances. Specific focus on witness and hold points identified in ITPs.

  • Reporting progress, identifying risks, highlighting emerging issues and escalating to the Project Manager for Portal, Tunnels, ESB and EEBs.

  • Providing input to and participating in plans and actions to address non-conformances, avoid or mitigate risks and mitigate emerging issues.

  • Engaging discipline leads for subject matter expertise in health & safety, environment, quality, contracts, project controls and interfaces, implementing direction provided.

  • Building relationships with the PCo site team.

  • Validating progress reports and other data prepared by the DP and PCo against own observations and records.

  • Providing input to the DP progress reports for Portal, Tunnels, ESB and EEBs.

Qualifications and Skills

Basic Qualifications

  • Relevant bachelor’s degree from an accredited university plus 8 years of relevant experience or 12-14 years of relevant work experience in lieu of degree.

Additional Qualifications

  • Previously held construction supervision role(s) with responsibility for construction of infrastructure of similar scope, size and complexity to a Portal, Tunnels, ESB and EEBs on a metro project.

  • Experience of working on infrastructure mega-projects, preferably rail projects in urban areas.

  • Experience of overseeing construction of infrastructure in the vicinity of operational rail lines. Including working knowledge of track closures processes and logistic challenges to working during track closures / possessions.

  • Good relationship building and communication skills (verbal and written).

  • Fluent in using Microsoft Word, Excel and PowerPoint.

  • Demonstrated commitment to Environment, Safety and Health (ES&H).

  • Demonstrated commitment to Zero Accident safety program.
