GENERAL DESCRIPTION:

The Wyoming Game and Fish Department is seeking a Computer Technology Program Manager in Cheyenne, WY. Under the supervision of the Chief Technology Officer (CTMG14), this position oversees and coordinates the work of a team engaged in building and maintaining our enterprise Geographic Information Systems (GIS), maintaining and publishing department authoritative data, building field collections applications, performing geospatial analysis on varied datasets, and assisting field staff with GIS tools. Work involves collaborating with Department personnel to meet GIS needs, developing work schedules to address those needs, and distributing work to the appropriate GIS team members.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Oversee and coordinate the work of a team engaged in maintaining the GIS enterprise environment, keeping data layers up-to-date, and building and supporting GIS applications for the Department and public’s use.

  • Allocate and balance workloads within the team to meet required timelines.

  • Manage and maintain ESRI enterprise ArcGIS platform in a cloud-based environment.

  • Manage and maintain ESRI ArcGIS Online environment and manage users, data and services.

  • Manage and maintain ESRI Open Data site for internal and external availability of Department authoritative data layers.

  • Provide GIS analysis for datasets from field collection.

  • Sets standards for work, provide training and feedback to staff and perform required personnel evaluations.

  • Develop and maintain workflows and processes to ensure data quality and manage ongoing projects.

  • Manage GIS requests and work within the priority guidelines as set by the Information Technology Oversight Committee (ITOC).

  • Provide support, mentoring, training, and recommendations to the GIS team and other Department personnel regarding GIS implementation, applications, and personal development.

  • Utilize background and knowledge of GIS skills to assist in completing projects and requests as necessary.

  • Research new and existing GIS technologies and tools and make recommendations about the implementation of valuable tools and technologies.

  • Align work of the GIS team with the Department’s priorities and in alignment to IT standards.

  • Work cooperatively will multiple external agencies and vendors to share data.

  • Work collaboratively with other IT sections (operations and applications development) to solve cross-unit issues and find efficiencies.

  • Participate in Information Technology Oversight Committee (ITOC) Technical meetings and Division centric IT discussions.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Preference may be given to individuals with education in geographic information systems (GIS) or a closely related field.

Preference may be given to individuals with work experience in leadership roles/supervision in GIS team or significant experience working on complex GIS projects as a lead.

Preference may be given to individuals with extensive experience with ESRI enterprise environments.

Preference may be given to individuals who maintain a professional GIS certification.

Preference may be given to individuals with knowledge of GIS implementations in a wildlife management setting.

**Must have a valid driver's license.

KNOWLEDGE:

  • Extensive knowledge of geographic information systems (GIS) in an ESRI enterprise environment.

  • Extensive knowledge of workflow implementation for the review process for data quality and assurance.

  • Extensive knowledge of GIS project management, with the ability to organize, manage and complete multiple projects.

  • Ability to interpret and translate business requirements into GIS datasets, data gathering applications and map presentations.

  • Ability to organize data in enterprise model and set rules for maintaining quality and access.

  • Effective ability to manage a team responsible for multiple deliverables in an ongoing basis.

  • Effective ability to manage professional relationships and handle conflicts in the workplace.

  • Ability to communicate effectively through a wide variety of methods and a wide array of people both within and outside the Department.

  • Ability to perform cost/benefit analyses.

  • Skill in reading, analyzing, and evaluating technical information.

  • Ability to occasionally travel throughout the State of Wyoming to attend meetings with Department personnel and the general public

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Computer Technology)

Experience:

1-3 years of progressive work experience (typically in Computer Technology)

OR

Education & Experience Substitution:

4-7 years of progressive work experience (typically in Geographic Information Systems)

  • This position typically works in an office setting.

  • FLSA: Exempt
