GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a General Ledger (GL)/Revenue Supervisor for the Financial Services Program located in Cheyenne, Wyoming. GL/Revenue Supervisor will enable Financial Services management to focus on the annual financial audit, policy, procedures, rules, regulations, reporting requirements, and overall accuracy and completeness of WYDOT financial information in PeopleSoft and WOLFS. This position will supervise the GL, Property/Inventory, and Accounts Receivable/Revenue (AR) staff and functions for WYDOT.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Supervise GL, Property/Inventory, and AR staff regarding day-to-day work, issues, and problem-solving; monitor employees who manage several group email accounts
Develop, maintain, track, and analyze AR, Property/Inventory, and GL metrics to manage workload, measure the performance of staff, and provide information to management
Oversee, monitor, and control general ledger, property/inventory, and revenue activities for the agency, including processing and maintenance of the general ledger, property/inventory, and Federal, state, and other revenue and accounts receivables
Responsible for developing and maintaining the accuracy of all financial statement information in the general ledger
Month-end procedure oversight for General Ledger, Property/Inventory, and AR/Revenue, ensuring all weekly, monthly, quarterly, and annual agency deadlines are met
Manage the GL, Property/Inventory, and AR/Revenue modules involving testing, documenting, and implementing changes in production in WYDOT’s ERP systems for the agency using individual subject matter experts within the Financial Services Program
Prepare and/or supervise the preparation of the monthly and annual financial statements, based on the current financial resources measurement focus and modified accrual basis of accounting in accordance with Governmental Accounting Standards Board (GASB) pronouncements.
Prepare and/or review schedules, calculations, and workpapers for the monthly and annual financial statements. Write footnote disclosures for the annual financial statements.
Lead the implementation of new GASB Statements
Advise agency management and employees on the interpretation of regulations, policies, and procedures
Assist in the development of fiscal policy and procedures in compliance with GAAP, GASB, federal and state laws for the agency, develop and recommend changes in regulations
Advise and confer regularly with management in WYDOT internal programs and other agencies to clarify fiscal information and resolve problems
Perform and/or assist in any projects, regular or special, related to AP and AR
Enforce internal controls related to GL, Property/Inventory, and AR/Revenue for the Financial Services Program and the agency
Qualifications
PREFERENCES:
Preference may be given to candidates with experience with fiscal audits and preparing workpapers and financial statements for audit.
Preference may be given to candidates with an accounting degree and/or a CPA.
Preference may be given to candidates with previous experience supervising general ledger, property/inventory, or accounts receivable/revenue functions, and/or other supervisory experience.
Preference may be given to candidates with PeopleSoft and/or WOLFS (State’s Accounting System) experience.
Preference may be given to candidates with advanced Excel skills (vlookup, pivot tables, macros, etc.).
KNOWLEDGE:
Knowledge of State and Federal laws, rules, regulations, and statutes, Government Accounting Standards Board (GASB), and IRS and Federal grant requirements.
Knowledge of budget and procurement practices and policies.
Knowledge of State Personnel Rules and associated federal laws.
Knowledge of internal controls over accounting applications.
Knowledge of Generally Accepted Accounting Principles (GAAP) as they are applied to government accounting systems.
Knowledge of government management including human resources, accounting, and general management.
Knowledge of project management.
Knowledge of federal grant application, progress reporting, and financial reporting.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
1-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst
OR
Education & Experience Substitution:
4-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a part-time permanent position.
Current employees accepting a promotional opportunity - recruitment must have been opened to the public.
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
