Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAINING ADMINISTRATOR, Position Description Number D0922000 and is part of the HI 298 RTI, National Guard. LOCATION: 298th Regional Training Institute, Hawaii Army National Guard, Waimanalo, Hawaii Responsibilities SUMMARY OF DUTIES: The purpose of this position is to plan, develop, administer, and manage the various TASS training programs conducted within the Regional Training Institute (RTI) with 40-70 creditable courses. Exercises coordinating authority to ensure training standards are met within the TASS Region. Responsible for developing TASS Regional policy supplements, local operating procedures and directives, and guidance letters ensuring that established admission standards, academic standards and leadership standards are adhered to. Monitors the training battalions' execution of training missions and provides assistance as necessary. Knowledge of the training instructional programs and budget projections is required. Coordinates school requirements and maintains liaison with NGB, proponent schools, active military installations, and other agencies concerning execution of the training programs. Prepares and provides justification of the RTI's budget estimates. Responsible for procurement, accountability, maintenance and management of assigned/loaned equipment, currency and storage of training aids, visual aids, school and staff library, automated data equipment, distance learning, other training materials, supplies and equipment required to support the RTI. Procures instructors, TAC officers/Non-Commissioned Officers, training Non-Commissioned Officers, additional staff and other support personnel for the planning and conducting of the Army Program for Individual Training (ARPRINT) mission courses. SPECIALIZED EXPERIENCE: Must have at 1-year equivalent to the next lower level experience that demonstrated a practical knowledge of the subject area of the position and the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c.
