This position is in the Office of Audits (AUD) which is part of the Office of Inspector General (OIG) for the U.S. Department of State and the U.S. Agency for Global Media (USAGM). Responsibilities AUD has the responsibility for planning, conducting, supervising, and coordinating audits and evaluations of key programs located domestically and overseas. Projects can be performed to determine compliance with applicable laws or economy and efficiency and/or achievement of programs. Plans, conducts, and participates in comprehensive audits and evaluations of the Department and USAGM, which include entities located in crisis and post-conflict areas. Develops quantitative and qualitative data by reviewing, analyzing, and extracting pertinent data from files and reports. Prepares supporting documentation in accordance with Government Auditing Standards and OIG audit policies. Assists in preparing factual and objective written reports in conformance with professional auditing and evaluation standards. Ensures that findings are well defined and are fully supportable. Ensures conclusions and recommendations are sound and reasonable. Works effectively as a team member and collaborates with the Audit Manager and other team members. Maintains effective relationships with staff members and officials or audited entities. Participates in the team's resolution of problems and issues by recommending possible approaches. Supports the principles of the equal opportunity program and helps to ensure that the program's goals are achieved. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). All applicants MUST meet one of the basic qualification requirements described below for this position: BASIC QUALIFICATION REQUIREMENTS: Basic Requirements for Performance Auditors Bachelor's Degree or higher degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting. (OIG will also consider degrees in: economics, public policy, international relations, international affairs or political science) OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background MUST also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination NOTE: You must submit a copy of the transcript(s) and appropriate certification/documentation at the time of application to receive credit for this option; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. NOTE: You must submit a copy of the transcript(s) that reflect the substantial course work and reflect the semester hours to receive credit for this option. Note: All applicants MUST submit transcripts as verification of educational requirement, a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination as described under Combination of Education and Experience above by the closing date of this announcement. Specialized Experience Requirements: FOR GS-12 Applicants: IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Qualifying specialized experience must demonstrate the following: Independently developing basic audit programs that clearly define scope and steps to accomplish project objectives in accordance with the Government Auditing Standards; Interpreting and applying pertinent laws, regulations, policies, and procedures relevant to the specific audit; Developing and supporting findings that accurately report condition, criteria, cause, and effect and proposes viable recommendations for corrective actions, as applicable; Independently conducting segments of audits of large organizations; Preparing segments of draft and final audit reports; and Participating in presenting findings and justifying recommendations in meetings or conferences. There is no substitute of education for specialized experience for the GS-12 position. FOR GS-13 Applicants: IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate the following: Independently developing and implementing complex audit plans and programs that clearly define scope and steps to accomplish project objectives in accordance with Government Auditing Standards; Planning, coordinating, and conducting audits in accordance with Government Auditing Standards; Developing methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency; Independently conducting and/or assist staff auditors in conducting segments of audits of large organizations; Preparing draft and final audit reports that accurately report condition, criteria, cause, and effect and proposes viable recommendations for corrective actions, and Presenting findings and justifying recommendations in meeting or conferences. There is no substitute of education for specialized experience for the GS-13 position.
