Summary About the Position: This is a developmental position. This position will be filled at the GS-09 level with full performance at the GS-11 level. You may be non-competitively promoted to the full performance level of GS-11 when eligible and at management's discretion. Responsibilities Assist Program Managers (PGMs) in coordinating and implementing processes related to management systems for projects across multiple programs and involve Military Construction (MILCON) and Operation and Maintenance projects throughout the life cycle Plan and schedule tasks and monitor the progress of project completion across multiple programs and coordinate program tasks to execute projects within scope, schedule, and budget. Analyze reports and data to provide quality assurance and data consistency across reporting systems in support of PGMs. Pull a variety of reports and coordinate resolution of project schedule and resource issues with the P2/Primavera Team. Collect project execution data from PMs. Develop and maintain electronic databases and input to existing databases as required. Prepare a wide variety of program and project management reports for upward reporting, monthly project status reviews with customers, monthly Project Review Team briefings, Program Review Board, and other project data calls as required. Meet and coordinate with the PGM, PM, Project Delivery Team and District Supervisors to collect and disseminate information about program /project schedules and issues needing resolution. Perform a variety of administrative and technical support duties, including maintaining and distributing documents and files to other sections and branches as assigned, and prepare materials for briefings and meetings. Specialized Experience for the GS-09: One year of specialized experience which includes: knowledge of project management processes and procedures, including the relationship necessary between the project management office, other functional areas of the organization and customer, required to effectively manage projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Customer Service Program Management Time in Grade Requirement for the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. If an employee brings a family member to an overseas location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to successful applicants for positions at overseas locations. For this provision to apply to employees already overseas, the selected individual would have to require a permanent change of station move and would have to be selected as a result of a recruitment effort that had been extended outside of the overseas command involved. Selectees initially recruited from the United States may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. (Subject to approval) Selectees recruited outside the U.S. will have their eligibility for foreign area benefits determined at the time of hire. Overseas allowances may be authorized in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
